Packaging and PFAS Tracker

September 2026

State legislation on packaging producer responsibility, PFAS in products, water and land, plastics bans and bottle deposits, and recyclability claims.

Packaging and PFAS Tracker is issued monthly. Receive each issue by email, with the bills behind it in your dashboard. 14-day trial.

In brief

California dominated September activity, enacting seven laws and issuing two vetoes, while Delaware enacted one measure on PFAS in firefighting equipment. Two federal bills on recycled content and recyclability claims advanced out of committee with unanimous support. Four laws take effect October 1: Connecticut SB 147 on extended producer responsibility for vaping products, Connecticut SB 457 updating the state bottle bill, and twin Maryland bills HB 925 and SB 719 regulating PFAS in sewage sludge. Among the newly enacted California laws, SB 633 will require beverage manufacturers to report imported postconsumer recycled plastic by country of origin beginning January 2027.
