In brief
California accounted for six of the seven payments and fintech bills enacted in September 2026, with Delaware enacting one. The California measures include SB 505, which requires money transmission licensees to implement two-factor or multifactor authentication by January 2028, and SB 1208, which expands money laundering statutes to cover digital financial assets and authorizes search warrants for their seizure. Delaware HB 465 similarly adds virtual currency to that state's criminal code definitions for property and funds. Two federal rules take effect this fall: a FinCEN geographic targeting order imposing recordkeeping requirements on money services businesses along the Southwest border became effective September 3, and stablecoin certification review procedures take effect September 30. Six Maryland laws governing money transmission, virtual currency kiosks, earned wage access, cash payment requirements, and gift card fraud take effect October 1.
