How much does legislative tracking software cost? Every published price in 2026
Legislative tracking software pricing in 2026, vendor by vendor: LawSignals, Plural, LegiScan, BillTrack50, and the tools that only quote. What each tier buys, how prices scale with states and seats, and the cost nobody puts on the pricing page.
Short answer: published prices for legislative tracking software run from free (Congress.gov, state sites) through $49 a month (LawSignals Starter) and $59 a month (Plural Essential), to $3,000 to $5,000 a year for all-states coverage on LegiScan or BillTrack50, and custom quotes from Quorum, FiscalNote and LexisNexis State Net. The table below has every figure, checked on 12 October 2026 on the vendors’ own pages.
The bigger number is usually not on any pricing page. It is the time someone spends turning a feed into an update, and we put a figure on that further down.
Every published price, in one table
| Tool | Entry price | Upper tiers | What scales the bill |
|---|---|---|---|
| LawSignals | $49 / month Starter, 1 practice area ($39 billed annually) | $199 / month Practitioner, 3 areas; $499 / month Practice Group, all 6, up to 5 people, reports under your own name | Practice areas |
| Plural | $59 / month or $609 / year Essential, 1 seat | $5,000 / year Professional; Enterprise quoted | Tier, for AI summaries and teams |
| LegiScan GAITS Pro | $100 / year, 1 state or Congress (basic tracking free) | $3,000 / year, 50 states and Congress | States, plus $100 / seat / year |
| BillTrack50 | $1,000 / year, 1 state or Congress ($84 / month) | $5,000 / year all states and Congress ($420 / month) | States; users are unlimited |
| Quorum | Custom quote | Custom quote | Modules, jurisdictions, seats |
| FiscalNote | Custom quote | Custom quote | Coverage and modules |
| LexisNexis State Net | Custom quote | Custom quote | Coverage |
| Congress.gov, state sites | Free | Free | Your time |
LegiScan’s own pages mark its fees as quotes and list subscriptions as annual and not prorated, so confirm the figure before you buy. BillTrack50’s monthly prices are an annual subscription paid monthly, and regulation tracking is a separate subscription.
What each tier actually buys
LawSignals
This is our product. The pricing page and the published reports are public, so every claim here can be checked.
Every plan covers all 50 states, DC and Congress. The tiers differ by how many practice areas you follow: Starter one, Practitioner three, Practice Group all six (AI, data privacy, cybersecurity, intellectual property, children’s online safety, cannabis). Each practice area comes with a curated feed of matched bills and a written monthly report you can forward. Practice Group puts your firm’s name and logo on the reports. Annual billing saves 20%, and every plan starts with a 14-day trial.
What it does not cover: topics outside those six, state administrative codes (Regulatory Watch is the Federal Register only), and lobbying or stakeholder tools. Tracker scopes are model-drafted and not attorney-reviewed.
Plural
Essential is a capable single-seat database: unlimited tracking, saved searches, alerts and legislator profiles, but no AI summaries and no collaboration. The jump to Professional, $5,000 a year, is where the summaries, version comparisons, hearings and team features live. For most small teams that jump is the real pricing decision.
LegiScan
Cheapest per state of any paid tool. One state is $100 a year, so two or three states cost less than a single month of most alternatives. National GAITS Pro is $3,000 a year. Extra users are $100 a seat. What you get is a dependable feed with keyword search; the analysis is yours. See LegiScan alternatives for when people outgrow it.
BillTrack50
The pricing quirk is that users are unlimited. One state is $1,000 a year, all states and Congress $5,000. Expensive per state against LegiScan, cheap per person for a team of ten. The free tier searches current bills with AI summaries but does not save, track or alert.
Quorum, FiscalNote, LexisNexis State Net
None publishes a price. These are platforms sold to government affairs teams, and the quote depends on modules, jurisdictions and seats. If you are a small practice pricing them, read Quorum and FiscalNote alternatives first: you may be quoting for a suite when you need a tracker.
The cost that is not on the pricing page
Every tool on this list finds bills. Most of them stop there. Someone then reads the feed, decides what matters, and writes the paragraph a client, partner or board actually reads.
Put your own numbers into this:
| Example | |
|---|---|
| Hours a week reading feeds and drafting updates | 3 |
| Weeks a year | 48 |
| Value of an hour of that person’s time | $300 |
| Annual cost of writing the update | $43,200 |
At those numbers, the writing costs more than every subscription in the table except, possibly, an enterprise quote. Your inputs will differ, but the shape usually holds: the subscription is the small number. A tool that cuts the drafting from three hours to one is worth more than one that is $500 a year cheaper.
That is the case for LawSignals’ monthly report, and also the honest limit of it: it saves the most time when your practice area is one of the six it covers.
Three pricing traps to check
- Per-state pricing on a growing footprint. A tool that is cheap for two states can cost ten times as much at twenty. Price the coverage you will need next year, not this month.
- The feature you want on the next tier. AI summaries, team sharing and regulation tracking are the features most often held back. Check the tier, not the product page.
- Annual terms with no proration. Several vendors bill annually and do not prorate. Use the trial properly before you commit: LawSignals gives 14 days, BillTrack50 30.
How to budget
- One practice area, federal plus states, written output wanted: LawSignals Starter, $39 to $49 a month.
- A handful of states, any topic, you write the analysis: LegiScan, from $100 a state a year.
- A team that all needs logins: BillTrack50, for unlimited users.
- A modern database with AI summaries: Plural Professional, $5,000 a year.
- Lobbying and advocacy around the bills: get Quorum and FiscalNote quotes.
- Federal only, no budget: Congress.gov alerts, free.

The bottom line
Compare the subscription prices, then compare the hours. The cheapest tool is the one that leaves the least writing to you. Read a published LawSignals report to see what the $49 buys, then start the 14-day trial.
Read a full AI Legislation issue
Every month the AI Legislation Tracker publishes one written document: what moved and how far, one line on each bill that advanced, what was enacted, and the federal rulemaking that came with it. We will send you the most recent open issue. It was generated from the corpus, so every bill in it is real and you can check one.
