State rules for cannabis and alcohol operators: how to track them, and what it costs
How cannabis and alcohol operators track state bills and agency rules: Simplifya, Sovos ShipCompliant, BillTrack50, TTB, state regulators and LawSignals.
Short answer: cannabis and alcohol are regulated state by state, mostly by agency rule. An operator needs three things: the state regulator’s own notices, a compliance tool for running the licence day to day, and a tracker that shows bills and rule changes across every state it sells in. The first is free, the second is sold by quote, and the third starts at $49 a month.
Prices below are each vendor’s own published figures, read on 1 November 2026.

Why rules, not just bills
A legislature sets the frame. The cannabis control board or the alcohol commission writes the rules an operator is inspected against: testing, packaging and labelling, delivery, advertising, licence transfers. Many change by emergency rule with short notice. A tracker that reads only bills misses most of what changes your operations.

Where LawSignals fits
This is our product, so weigh this section with that in mind. The reports are public and the pricing is published.
Each Tracker publishes a monthly report on what moved, by state and topic, that an operator can forward to partners and counsel. Set the states you are licensed in and every list filters to them. Effective dates and comment deadlines go in one compliance calendar.
It does not run your licence: no inventory, track-and-trace or shipping compliance. Use Simplifya or ShipCompliant for that. Tracker scopes are drafted by a model and are not attorney-reviewed.
