What it requires: The Judicial Council may establish divisions within district courts to manage debt collection or housing actions. District courts must transfer any debt collection or housing action to the established division for centralized pretrial and post-judgment processing. The Appellate Court Nominating Commission must certify five additional applicants for each additional appellate court vacancy beyond the first.
What it requires: A landlord, lessor, or property manager may designate housing as single-sex housing and limit occupancy to individuals whose biological sex at birth matches the designated sex. This exemption applies to dormitories, boarding houses, shared rental properties, and private landlords, but not to housing owned or operated by the state or political subdivisions, or housing where such designation would violate federal law.
What it requires: Municipalities and counties may not enact ordinances prohibiting individuals from listing short-term rentals on websites or punishing listing alone. They may require owners or lessees to obtain business licenses or permits before operating short-term rentals. They may request websites remove listings violating business licensing or zoning requirements by providing notice identifying the URL and reason.

What it would do: Amends Utah's residential rental law to require landlords provide 60 days notice before rent increases take effect, except for month-to-month tenancies or increases tied to low-income housing tax credits or Section 8 housing. Also makes technical revisions to definitions and landlord duties.
What it would do: Amends unlawful detainer law to allow renters to take commercially reasonable steps to correct deficient conditions and deduct repair costs from rent up to two months' rent, and adds grounds for unlawful detainer when a tenant's animal attacks someone or when a tenant violates a lease provision designated as incurable.
What it would do: Requires housing authorities created by cities of the first class to offer renters the option to have their rent payments reported to nationwide consumer reporting agencies, with fees capped at actual costs, and allows renters to enroll and unenroll at any time, effective July 1, 2026.
What it would do: Allows residential rental property owners to offer renters optional rent payment reporting to nationwide consumer reporting agencies, with fees capped at actual reporting costs, and prohibits treating non-payment of fees or opt-outs as lease violations or eviction grounds.
What it would do: Amends Utah rental law to require landlords provide 60 days notice before rent increases take effect, except for month-to-month agreements, low-income housing tax credit communities, Section 8 housing, or when renters agree in writing to shorter notice. Also makes technical changes to rental definitions and owner duties.
What it would do: Allows municipalities to impose civil fines exceeding the maximum class B misdemeanor fine for occupancy, off-street parking, or rental dwelling violations if the individual was previously fined for the same violation three or more times within 12 months, up to $2,500 or $5,000 depending on frequency.
What it would do: Requires new owners of multifamily buildings to notify renters of ownership changes and rent increases of 10% or more, allows renters to terminate leases with 60 days notice upon such notice, prohibits rent increases for 90 days after ownership change, and permits courts discretion in awarding actual damages in eviction proceedings.
