What it would do: Allows tenants who are victims of rape, attempted rape, domestic violence, dating violence, abuse, or sexually oriented offenses to terminate rental agreements with 30 days notice and provides landlords an income tax credit of up to two thousand dollars or one month's rent per terminated agreement.
What it would do: Expresses the Ohio House of Representatives' intention to affirm an Ohio Tenants' Bill of Rights that restates protections in state law, including rights to fair applications, fair leases, freedom from discrimination, habitable homes, reasonable rent, organizing, and eviction safeguards.
What it would do: Requires landlords to notify tenants in writing of rent payment defaults and the amount owed within 60 days of default, and prohibits eviction proceedings until 90 days after notice and an offer to negotiate a payment plan.
What it would do: Requires the clerk of court to automatically seal eviction records three years after final judgment entry or, if a financial judgment was awarded, three years after final satisfaction of judgment. Existing eligible records must be sealed within ninety days of the section's effective date.
What it would do: Requires eviction court records to be suppressed and inaccessible to the public upon commencement of an action. Records remain suppressed if the action is dismissed or judgment is granted for the defendant, but become public if the plaintiff prevails unless both parties agree to keep them suppressed.
What it would do: Establishes the Ohio Access to Justice Foundation to distribute funds to legal aid societies and creates an Eviction Defense Fund to provide full legal representation to indigent defendants with children in eviction proceedings whose income does not exceed 250% of federal poverty line.
What it would do: Extends sales, use, and local lodging taxes to short-term rentals and requires short-term rental platforms to collect and remit these taxes on behalf of property owners.
What it would do: Prohibits discrimination in rental housing based on lawful source of income, including government assistance programs, and defines lawful source of income to include low-income housing assistance, Ohio Works First, Medicaid, veterans benefits, SNAP, WIC, and Social Security benefits.
What it would do: Limits local government authority to regulate short-term rentals, extends local lodging taxes to short-term rental properties, requires short-term rental platforms to collect those taxes, and mandates electronic issuance of real estate licenses.
What it would do: Creates a legal services housing defense fund administered by the Ohio Access to Justice Foundation to provide civil legal services for eviction defense to low-income households. Also modifies eviction procedures, real property transfer requirements, and residential building code enforcement.
What it would do: Levies a housing market impact tax of two thousand dollars per taxable house on persons or combined taxpayer groups owning fifty or more taxable houses in any county, with revenue split between a low- and moderate-income housing trust fund and the local government fund.
