What it requires: Persons must obtain a tobacco license from the Division of Liquor Control before engaging in retail sale of tobacco products or tobacco substitutes. Persons must not sell tobacco products, tobacco substitutes, or tobacco paraphernalia to individuals under 21 years of age. Persons must not market, promote, label, brand, advertise, distribute, possess for sale, offer for sale, or sell tobacco products or tobacco substitutes by imitating non-tobacco products, concealing their nature, or using deceptive terms.
